The ESPR framework is in force. The textile requirements are not written yet. The French scheme is already running, and the Italian one is still a bill. Trama holds all of it as versioned data, so no deadline ends up buried in code you cannot check.

Thresholds are records, not lines of code

When an act changes a field, a new version of the requirements is published. Nothing is rewritten in a hurry, and passports already issued stay tied to the version they were built against.

Readiness is not a percentage on its own. It names the fields that block publication and the tier of the chain that holds them.
