One printed code, and you never print it again.

The code on the label carries an address, not a version. When you publish a new version of the passport, the same code keeps working, because the address resolves to whichever version is current.

The address exists before the data

You can send artwork to the printer while the supply chain is still answering. Anyone scanning the code before publication finds a page saying the passport is in preparation.

Versions

Same code, new version

Publishing version 3 does not invalidate the code that pointed at version 2. A reader always lands on the current version, and the older ones stay consultable.

Standard

It is a standard, not our invention

If you ever change passport provider, the printed code stays valid, because the addressing scheme does not belong to us.
